Consent to Establish (CTE)

Prerequisites:

Land Ownership/Lease Proof: Legal documentation of land access.

Site Plan: Detailed layout of the project location, access points, and structures.

Pollution Control Measures: Plans for waste management and minimizing pollution (air, water, noise).

NOC from Local Authorities: Certification from municipal or local panchayat approval.

Application Process:

Document Submission: Include DPR, Site Plan, Effluent Treatment Plan, NOC, and land ownership proof.

MPCB Review: Includes potential site inspection.

Consent to Operate (CTO)

Compliance Report: Demonstrates adherence to the CTE conditions.

Operational Details: Actual production capacity and raw material usage.

Pollution Control Measures: Updated based on operational parameters.

Effluent and Emission Analysis Report: Shows that emissions and effluents are within prescribed limits.

Document Submission: Include all necessary reports and compliance certificates.

Fees vary based on the capital investment of the industry. They range from as low as Rs. 500 for small investments below Rs. 10 Lakhs to 0.02% of capital investment for amounts exceeding Rs. 100 Crores.

Understanding MPCB's Color Categorization

MPCB categorizes industries based on their pollution potential into Red, Orange, Green, and White categories:

Red Category: High pollution potential, rigorous scrutiny and frequent renewals required.

Orange Category: Moderate pollution potential with significant environmental impacts.

Green Category: Lesser pollution potential, generally less stringent scrutiny.

White Category: Minimal to no pollution, exempt from environmental clearances.
